 note = {This research aims to clarify the role of kindergarten and nursery schools. Nowadays, these public facilities are required to provide support to parents in nurturing their children in view of the rapid advancement of an aging society with fewer children. After the Battle of Okinawa, these schools were assigned a unique role; they have adopted an approach that is different from that of their counterparts in mainland Japan. This approach, developed by historical factors such as the reversion of Okinawa, contains problems. We should carefully discuss the role of public services that are not based on market principles and facilitate the provision of the necessary support by strengthening cooperation with other public facilities.},
