The Festival has been held every five years since the first Festival in 1990 regardless of prefectural government’s political orientation. “Uchinanchu,”the Okinawan identity plays a big role in the Festivals. As globalization proceeds, a modern nation state is loosing its political and economic power to control over the transnational flow. Meanwhile structural violence of Japanese nation against Okinawa has no ends. “Worldwide Uchinanchu” discourse positions Okinawa in between the space of globalization and modern nation states.
